The most basic thing to consider is the health of the pigeons. Birds who have suffered diseases such as salmonellosis ands other diseases must be allowed to reproduce because their offspring will automatically carry the disease that will be too hard to cure.  The books should tell you what to do when your birds get sick, how to separate them from the rest of flock to prevent contamination and how to finally let go if there disease has become terribly incurable.
